Conclusion is that custom taunts normally don't cause OOS in this setup, still not sure what is happening to the treaty folks.

I also tried altering the taunts mid-game and even this didn't seem to cause any issues either. During the game we tried using various taunts, including those I had modified only for myself. The game was an OBS game and lasted 25 minutes, during which no OOS happened. We have played a four-player game on EP in which one player had no custom taunts, two had this custom pack, and finally I had my own altered version including new taunts and modified taunts.
